PTA and PEMPRA highlighted the success of these two Regulatory Authorities

In the seminar, Mian Mohammad Javed, Former Founding Chairman, PTA and PEMPRA highlighted the success of these two Regulatory Authorities. He is person who set direction of two Regulatory Authorities who embossed success stories in SARRAC Countries and Asia at large. The lecture was in the continuation of inteligencia and consultation on role of regulator in energy sector and creation of green jobs for economic growth and sustainable development in Pakistan . The session was chaired by Dr. Syed Nazre Hyder and in his opening remarks he said that both Regulatory Authorities brought revelations in Pakistani society. In the exclusive lecture Mian Mohammad Javed enlighten the audience about the initial difficulties and how he overcomes. The foundation of PEMRA had brought revolution and now more than 67 TV Channels and 142 radio channels are independently working throughout Pakistan and quality of program is not less than He also spoke about current energy crisis and role of respective Regulatory Authorities.

Mian Javaid was speaking at SDPI special lecture on "Pakistan Regulatory Environment: Successes and Failure” organized by SDPI. He highlighted that the roles and responsibilities of regulatory authority are constantly changing due to prevailing circumstances. In today’s age, given the socio-political and economic upheavals, there is a growing trend of regulatory authorities exerting influence on the creation of green jobs. These green jobs would help accelerate the transition from jobs in high carbon sources to the low carbon ones. Since the last 50 years, global economic growth has been unprecedented however it has led to fast environmental decline. It is noteworthy that between 1981 and 2005, the GDP has more than doubled but the degradation of the world’s ecosystems has been about 60%. In his speech, he said now the OGRA ought to take the mission of biogas in Pakistan . As this is source of green energy and every village of Pakistan can be benefited. In Past huge amount has been spend on laying of integrated infrastructure for gas and now in wake of serious gas crisis and rapid gas reserves promotion of biogas at large scale even for electricity generation is best and most technically and financially most viable option in Pakistan. He said that the livestock sector is an integral part of agriculture in Pakistan . Livestock plays an important role in the economy of the country. Livestock sector contributed approximately 53.2 percent of the agriculture value added and 11.4 percent to national GDP during 2009-10. The potential of biogas as a source of clean, easily available energy is widely recognized but the country has among the highest unexploited potential for biogas production in the region. Taking in account the number of livestock, along with other necessary parameters needed for biogas, the country has potential to provide energy to 7 million house of Pakistan that is almost 60% of total population. Although the biogas technology has proven itself in many surrounding countries, biogas in Pakistan is still promoted in a pilot modality. The main barriers for large-scale dissemination are various but the absence of a strategy for domestic biogas and required skill are remained major constrained. In his presentation and speech, he also urged for the need of more than one integrated energy grid. he also said to need to develop a national agenda to harness cheep and green hydro-power for sustainable development and to alleviate poverty in Pakistan

On replying questions he said merit, transparency were the foundation stone of the Regulatory Authorities established by himself that why today Pakistanis are enjoying the benefits deregulation in telecom and electronic media. In the seminar audience, Javeriya Hasan and Arshad H Abbasi discussed the role of NEPRA and OGRA raised the issue of their performance. At this Point, Mohammad Javed also stressed the need of green and cheep energy of Pakistan and like Indian electricity, regulatory authority NEPRA ought to issue advice to GOP for low carbon electricity options.
