The finalized lists of Indicators would provide imperative guidance for decision-making enabling the Government of KP in translating knowledge into manageable information, and to measure and standardize progress towards development goals while providing precautionary insights for corrective measures in the development process.
Chief Economist and Provincial Project Director Dr Amber Ali Khan, , Strengthening PRS Monitoring Project-Planning and Development Department of GoKP said it while giving opening remarks at the one-day consultative workshop entitled “Finalizing sector-wise standard indicators” organized by Strengthening PRS Monitoring Project of UNDP in collaboration with Provincial Bureau of Statistics, GoKP at a local hotel here on Tuesday. The purpose of the workshop was to review these indicators developed by Bureau of Statistics, GoKP, get the feedback of stakeholders such as senior representatives of relevant provincial departments including education, health, population welfare and demography, Social welfare, women development, Zakat and Usher besides many national and international organizations such as WHO, SDPI and independent development partners to bring further improvements in the standardization of these indicators to make them more inclusive, representative and responsive to the varying development needs of citizens of KP.
He said that the effort of establishing an all encompassing set of indicators for all the Sectors and Sub-sectors can be traced back to the evolution of Poverty Reduction Strategy Paper in general and Poverty Reduction Strategy Paper II in particular which has greatly emphasized the importance of a well-shaped Monitoring and Evaluation Framework equipped with properly elaborated input, output and outcome indicators. “This effort would provide GoKP a solid basis for informed decision making as well as the opportunity to measure the progress on developmental front through developing the input- output and outcome relationship” he added.
National Project Manager Sajjad Ahmad Sheikh, , Strengthening PRS Monitoring Project, Finance Division, Government of Pakistan and UNDP, presided over the proceedings and maintained that there had been a strong urge as well as efforts in the past to ensure effective monitoring and evaluation mechanisms for the public sector development work in the province. The thrust of this exercise today was to analyze the already developed indicators on different sectors to make them appropriate to gauge the performance of public sector performance as well as efficiency of investment while keeping in view the inputs, outputs, outcomes and impact relationship. “The stakeholders, being the end users of these indicators, should openly discuss merits and de-merits of each indicator which would help the Bureau of Statistics to improve their indicators as well as survey systems” he went on saying. Particularly, the qualitative data indicators have to be closely reviewed as they give more in depth information about different sectors, he added.
Director, Bureau of Statistics of KP Shafi Ullah Khan, , gave an elaborate presentation on the indicators, their process of formulation and background. He said that the comprehensive list of indicators would supplement the output-based budgeting (OBB) under Comprehensive Development Strategy (CDS) of Khyber Pakhtunkhwa, monitor the progress of Millennium Development Goals (MDGs) and other milestones set for development, justified resource allocation and distribution among sectors and districts, informed decision making and efficient planning based on ground realities and statistics of the province.
The participants gave valuable inputs and feedback after a detailed group work on the indicators of health, education, population welfare, and women development including Zakat and Usher on the basis of unit of measurement of these indicators besides details of meta-data which include definition of indicator, sufficiency, method of computation and source.
